It's T-mobile app which if I understand it correctly would not only allow you to make calls via WiFi using your cellphone number but also receive incoming calls from others who are calling your cell phone number. T-Mobile will soon return to allowing Wi-Fi calling capable devices to make and receive phone calls WITHOUT using in-plan minutes -- exactly the sort of idea AT&T wouldn't implement.According to I purchased the s9+ unlocked from best buy. I was with Verzion at that time. A wifi calling setting was no where on the phone. There was also no visual voicemail. I made the switch to tmobile last week and as soon as i put the sim card in i got a wifi calling notification an the option is now there. I also have tmobile visual voicemail. Unfortunately, that would not help me receive calls in my house where the T-mobile signal just can’t keep up. Most of those apps would also prohibit me from making calls via WiFi with my cell number—at least not without an extra fee.

Update 5: For those worried about emergency services, please know that your phone will connect to ANY available cell carrier to make a 911 call, even if that carrier isn't T-Mobile. Update 4: The outage is T-Mobile/Sprint only, as Verizon and AT&T officially claim their network is fine. The issue is NOT a DDOS attack.
There will be no issue using unlocked on T-Mobile VoLTE and wifi calling should work the only thing is that you cant use EVS HD Voice or RCS advance messaging that only applies on carrier version but you can easily flash your ROM to T-Mobile version if you know how.
Unfortunately no, it is not an app but has to be integrated into the OS so that is why it is only on T-Mobile branded phones with the exception of the iPhone since Apple integrated it into the OS on all of their devices but it only currently works on T-Mobile and maybe Sprint since they have started launching wifi calling on limited devices and with a lot more restrictions than T-Mobile.
